Naquadria BGP communities

The internal informational and action communities are based RFC 8092 (Large Communities) we also receive RFC 1997 (Standard) from whomever does not support the large one, but we don't use internally or from/to the customers

Naquadria supports the well-known 65535:0 (GSHUT) community, described in RFC 8326.
